De Inspectie Leefomgeving en Transport (ILT) benadrukt in haar signaalrapport ‘Betere bescherming waterkwaliteit is noodzakelijk’ dat het stelsel van vergunningverlening, toezicht en handhaving moet worden verbeterd.
